Personality: People meeting Suga, particularly people meeting Suga in the context that the game introduces him (the dead of night, in a creepy museum, with nobody else around) will think he's a weirdo, or at least a little scary. He chases people down carrying a large sword. The fear factor tends to dissipate when he starts having a conversation through memo paper, but nevertheless: he doesn't seem like a normal person.
Suga is very strict on the rules. If it's after hours, you stay out of the museum. If he tells you not to leave the museum, you do not leave the museum. He seems like a harsh person, but considering that he lives literally a bridge and a rock away from a forest full of spirits who want to kidnap children, it's no wonder that he's so firm on what people can and can't do. It's for their own good.
Suga does a lot of things for other people's good. Despite that hardly anyone in the village believes in the Kotori Obake anymore, and almost nobody visits the museum, Suga continues to live there by himself, making sure that the people of the village are protected from the spirits. He's not appreciated by the villagers, some saying that the museum makes the village seem less modern, but nevertheless he's been living there for years and, in some endings, continues to live there for years so that they'll be safe.
He's a determined person - not that he never shows signs of hesitation, as the whispering of spirits that he's useless and could never protect anyone do seem to unnerve him, and he does hesitate to bring his sword on child spirits that are terrified of him, but he can steel himself to do unpleasant things when necessary. Especially for Shiori. He's willing to sacrifice himself so that she'll live, or in order for her to be safe, he's willing to erase all of her memories of him so they'll never see each other again. Suga takes his promise to protect Shiori extremely seriously, and nothing, no matter how painful it is to him personally, will get in his way.
That's not to say he doesn't have empathy for others - the children's spirits that have been taken by the Kotori Obake are harmless to him and he regrets having to cut them down to advance, and he gives up his last night glowstone to a purified spirit in order for it to protect its mother. Suga hasn't changed all that much from himself as a child, who didn't like playfighting and would rather pick flowers.
He cries easily, to the point where Shiori calls him a crybaby. He also gets embarrassed easily and isn't very good with expressing his feelings, though some of that is, again, to protect Shiori, for his ultimate goal is to get her out of the village and back to somewhere safe.
Sample Objectives: -Kissing: Suga is definitely a virgin and will need a bit of working up to be comfortable with the more adventurous things Lost Raiders has to offer.
-Eating someone else's homemade food: Suga is an actually horrible cook, but he keeps trying, so it'd be for everyone's benefit to encourage him to maybe not do that so much and instead rely on someone who won't set a kitchen fire.

Sample Game Mechanic: Since Suga takes his promises extremely seriously, getting him into a master-servant relationship would be fun - especially as a servant, he'd be the most loyal and devoted servant you could ask for.
